Speaking to a Britain in Europe/European Movement conference last Saturday, Diana Wallis, Leader of the UK Liberal Democrats in the European Parliament, said 'A campaigning organisation like Britain in Europe ought to consider direct citizen action, and promote a citizen's petition calling on the government to hold a referendum on the Euro. The Euro debate could be driven by citizens themselves. If there is grass roots support for the Euro in the UK, it should be heard.'
Ms. Wallis said the use of referenda could also help to legitimise other choices about the future direction of the EU. 'Big decisions can no longer be imposed by Brussels, or cooked up by Member States' governments. Perhaps referenda or petitions could add democratic weight to any future settlement.'
'If citizens are to reconnect with Europe's institutions', said Ms. Wallis, ' we will need to be innovative in our thinking. Citizens have views too - let's make sure they have a voice to express them.'
